Another new layout for Google Adwords ads?

Google have started labelling Adwords ads as ‘Ads’ now rather than ‘Sponsored Links’, but there may also be a new layout in the pipeline, with the option for users to expand and see more top ads, pushing down the natural links where it appears at the top:

We are also seeing this at the bottom of search results with no ads appearing down the side of the page:

And I have also seen the bottom version replacing having ads down the side (this keyword normally does):

Would users really expand out PPC ads?
