Little Arrow Next to Top Google Ad – What is it?

It seems to appear next to the top ad – sometimes it is a sponsored ad for a previous site you have just visited not relevant to the current search therefore may be session based/ like a notepad to remind you to return?

Also appearing on organic results:

Pressing the up/down arrows moves the arrow between results allowing keyboard navigation. Also allows scrolling to the next page and can hit enter. However users who do not know this may assume that it is providing some kind of recommendation on the first result.
